Can a scientist give me the answer?

The higher the head of water the faster it will flow, as the level of water gets lower the the rate of flow will decrease.Admitting air into the pipe in the way you suggest will not increase the flow rate. If the pool is flooding then either the pipe is too small to carry the flow IE, water enters the pool more quickly than it can leave it ,or the pipe is partially obstructed.
