How to bring industries to a town where the city council and certain individuals block development?

I live in Grenada ms which is located on Interstate 55. It is right in the middle of Jackson ms and Memphis tn. We had a chance to bring in huge industry; namely a huge Nissan plant, a Walmart distribution center, Home Depot, Crackle Barrel, and other factories, but the city council and certain rich individuals have blocked any new businesses from coming to our town. My question is how do I bring their dirty laundry into the public so people will know what is going on? Grenada has so much potential. Thanks
