Why do toddlers always misbehave around other people?

Speaking of terrible twos.....My toddler always seems to act out when shes around other people. And no matter how much I try to get her to stop she never listens and continue on doing what she isnt suppose to. Im trying to avoid her because I dont believe in children. But how can I get her to act right when we're around other people especially out in public.?
